What is the effect of not being able to double down?

5Dimes has 2:1 blackjack on Fridays, and I'm curious what the EV is.

Here are the rules:

8 decks; new shoe is used to deal every hand
Blackjack pays 2:1
Dealer hits on soft 17
No double downs
Split pairs once
No surrender

There isn't a "no double downs" on the chart @ https://wizardofodds.com/blackjack/rule-variations.html

Also, do you just take the -.45% EV of the game that chart is based on, and then simply add or subtract each rule that is different?
