Are soft backoffs communicated between tribal casinos in California?
Let's say I had a soft backoff at one place ("no more blackjack, feel free to play any other game at the casino) while counting cards rated (I know .. I know, stupid, but the comps were really nice and I'm just a part-timer)
I'm wondering if my info would be shared? If I go to another place, should I play unrated or try to go rated at the risk of immediately showing up and getting backed off again.

Completely depends from casino to casino. There are clusters of 10 casinos in places and 3-4 of them share info and the others don't. Depends on how the casino/surveillance managers want to deal with those relationships. To really get an answer you'd need to talk to someone that has A) played at multiple places you're referring to, and B) has had a soft back off at one place, and C) can CONFIRM (somehow) that they figured out their info was transmitted around to 1-N other casinos.
Pretty difficult to get all 3 of those to line up, and have them be a member of this forum, and be willing to share the info =P. Past that best we can do is go off of "well in general most places..." But even then it's just a craps shoot. If you really must know the best approach is to simply test it. Go play blackjack rated at a place next door and see if you get insta booted or not. High risk, high reward, but you'll learn your answer 1 casino at a time.
One thing I'll add... Card counters often back themselves off when they "think" they have heat but really don't. If you don't have reasonable suspicion that you have heat, don't back yourself off.
