Obviously, the casino has this well thought out. The $2 table with the 25 cent fee must be highly profitable and they do not want a $5 game even though they could probably fill 10 of them. Bad players and drunks probably have no chance at 10 and above?

Variance may kill them at $10 yeah. But ironically, the $10 game has a much better EV. Assume 0.5% house edge means losing a nickel a hand at $10. 1.5% house edge (very bad rules) loses fifteen cents.
The race is not always to the swift, nor the battle to the strong; but that is the way to bet.
