First you have to sit at first base for it to make the biggest difference. Then you can change your bet based on the card. Otherwise it only helps you decide to take your third card or stand.

To clarify, does the magic player know the top card before placing their initial bet (hence requiring them to sit at first base to take action on the information), only the top card after receiving their initial two cards (so they could sit at third base and also count the other player's cards), or both?

The term the OP is referring to here is Next Carding. Sometimes agents for a casino can deal from a shoe in a way when they pull the card protector on the front of the shoe up they can see the next card, then grab the 2nd card and slide it out and deal that instead.
Example of a dealer that for "whatever" reason hates you: You have 14, you hit, the dealer pulls up the card and peeks at the 2nd card being a face card, pulls that card instead of the first card and busts you.
I believe the Wiz has a thread in these very blackjack subforums about Next Carding. Try searching for that. Don't quote me on it, but I think he said it was a little under 10% edge for whatever side was able to do this.
