Assume for whatever reason you're caught in a crappy version of blackjack where the dealer doesn't deal himself an upcard, instead waiting until all player hands are resolved, then dealing himself his entire hand, standing all 17s. If he gets BJ he only takes original stake, refunding all doubles and splits: DAS, infinite resplits and surrender all allowed. What would be best strategy?

Here you go!
1. Split Aces, 7’s, and 8’s.
2. Double Down on any Hard 10 or Hard 11.
3. Stand on any Hard 15 or higher; Hit any Hard 14 or lower.
4. Stand on any Soft 18 or higher; Hit any Soft 17 or lower.
The House Edge is roughly 3%.

Using the infinite-deck model, I get the same strategy except for 9s. (For infinite decks, splitting 9s is better than standing by two cents on a $100 initial bet!)
I get an overall infinite-deck house edge of 2.46%, but I assumed no RSA.
