There have been numerous books, articles, and literature over many years and decades. I compiled the most popular indices and divided them into categories <-2, >/= +2, +5, and +10. I think this is easier to remember than the exact # for each as you can see there are quite a few, and should provide most of the benefit i think.

Below -2
12 vs 4,5,6 Hit
13 vs 2,3 Hit
2,2 vs 2 Hit
6,6 vs 2 Hit
4,4 vs 5,6 Hit

+2 or greater
15 vs 9,A Surrender
A7 vs A Stand
16 vs 10 Stand
12 vs 3 Stand
A3 vs 4 Double
11 vs A Double
9 vs 2 Double
A7 vs 2 Double
A8 vs 5,6 Double

+5 or greater
Insurance
14 vs 10 Surrender
15 vs 10 Stand
16 vs 9 Stand
12 vs 2 Stand
8 vs 6 Double

+10 or greater

The question is do you double on A,9 vs 10 and A at +5 or just stand, lol. I suppose the risk averse play is stand, and the EV play is double.

I would not recommend doubling A,9 vs. 10 or A at all: just stand.

It's honestly not very difficult to memorize precise indexes. Also rules such as H17 or S17 are going to change the numbers slightly. I usually forgo doubling hard ten against ten or ace, although mostly I've been playing ENHC lately so its a moot point for me anyway. Soft 20, as Dog Hand has pointed out, is never a double against T or A and always a stay.
