There's a promo on video bj that has an interesting promo that I am unsure about.

Its listed as having 99.58% RTP so .42% HE
6 deck, DAS, Double on any card, no peek no surrender

The promo is:
If you win a hand with 5 cards cards or more you get paid twice (e.g. $15 back on a $5 win, including stake)


The closest thing I've managed to find is the Charlie rule but I'm not sure how closely the BS deviations are for that and this promo.

If anyone has any idea as to how to go about working out if it is profitable and the BS deviations with it I would be extremely grateful.

It could be profitable, although I don't have the software to calculate it.. some very rough estimates:
According to https://wizardofodds.com/ask-the-wizard/blackjack/probability/
A player having 5 cards playing basic strategy happens 1 in 50 hands. I am not sure if this includes busting with the 5th card or not. If you win 1/4 of those hands it means getting an extra bet every 200 hands or +0.5% return, which makes the game +EV.
Then basic strategy changes with this promo as some 4 card hands become hits instead of stays to optimize for it. So I wouldn't be surprised if it's +EV. Sorry I can't provide exact numbers.
Edit: The rules you mentioned should have 0.53% HE not the 0.42% HE because of the no peak
