The reason is simple: to play out the hands when he has BJ is a waste of time, and exposes cards that can help a counter.

Just checked sth in the CVBJ program, that it does not allow me to enable both 'Early surrender against 10' and 'Dealer peeks on 10' options!

I've only played with early surrender online, but my gut says that if early surrender is allowed, everyone is given the option to surrender or not, then dealer peeks, then play continues starting at first base.
My guess is this is mostly due to the fact that Early Surrender games (at least the ones I've heard of) only exist with ENHC. Thus, for all practicality, you'll really never find both options.
