Add up all the squares, with Ace = 1, you get 84, which is 21 x 4. So the answer is that there are four regions that add up to 21 each, with Aces = 1. If you count any Ace as 11, then the total is either 94 or 104, neither of which is divisible by 21.
So. Four regions, Ace = 1. You can do it!
