NYS considered it illegal but now gave the approval to add electronic "skill games"

Does that mean these machines are random? Or do they follow the other resorts world machines as a virtual scratchoff pre determined ticket?

Now i know they say the resorts world machines are not random but pre fixed, BUT baccarat uses real cards and the craps game uses real dice. So you can drive yourself crazy thinking is it random or fixed
