I was playing 21 War at French Lick Casino in Indiana and I noticed that the dealer never offered insurance. She would just automatically check her hole car and never offered even money. Another woman got mad that she didn't offer even money on her blackjack and the dealer said they don't offer insurance or even money at the 21 War table. What would be the reasoning for this? They offer insurance at all the other BJ tables so I assumed it was game specific. Why would a casino want to get rid of such a high edge bet?

Slows the game down? Takes away insurance index plays from counters (which is about half of what the I18 is worth)?

I still think they should allow it though, for their sake. EVERY ploppy always takes even money, which they should not. The number of counters accurately taking insurance is 1 out of ever 1000 people that play at the table. To me these far outweigh the "slowing the game down to offer insurance."

War bet winnings can generally be parlayed onto the blackjack wager.

It might open a specific attack if insurance were allowed.
May the cards fall in your favor.

Does any Ace count as low in War? If so , if I bet the same amount on the side bet as the BJ hand, I need a blaclkjack,,split or double down to have any chance to actually win ? To say nothing of losing both bets.

For purposes of the War bet, aces are ranked low. Otherwise, cards are ranked according to poker value.

So someone 'might' be able to get an advantage if they hit a blackjack every 20 something hands (3 times per hour) AND the dealer flips an ace up AND the TC warrants taking insurance? Yeah, you're looking at (1/23)*(1/52)*(TC +3 Frequency = 1.1%)... I wouldn't worry a lot about that. You're still going to make mountains more vs what you lose here by letting the ploppies take even money and buy insurance at the other incorrect times.
