New discard process for fours and fives.

At my local casino, as 4's and 5's are dealt to players, they are to be screwed up and discarded on the floor until none remain in the CSM. Unfortunately none of the dealers that I encounter have read the memo and I just cannot persuade them to do it :) One dealer did agree that the game would be so much simpler for everybody if the shoe only contained 10's and aces.
