i don't know if it is a security error, or if is supposed to be publicly accessible. I'm not all that savvy either. I used google and it is the first result of 'name, oregon surveillance network'. The website is actually simplenewz. It's some sort of news feed. Clicking on the link brings you to nothing. This is probably the site you found. Below the link is green text, the url. At the end of it is a green triangle. Clicking on it, it brings up a box with the term 'cached'. Click on cached. This brings you to the page. I found it by luck and refusal to quit messing with it.
