Double on anything
You can surrender anything except if the dealer has an A
You can double anytime after you split
You can split anything up to 4 times, except A's only up to 1 time I believe
No hole card
if I got it right WoO calculator says 0.42622% 'realistic' results modified to worse by up to 0.11% [edit] for no hole card, see link.

So for the Basic Strategy calculator I used the one at WoO and put the following mods according to the rules hope I'm not mistaken:
Decks: 4 or more
Soft 17: Stand
DAS: Allowed
Surrender: Allowed on a dealer 2 through 10
Dealer Peek: No peek
Based upon this rules Hi-Low is good for a starter right?
And Viva la tacos baby!! ha

Yes those are pretty good rules in this day and age; however you still haven't answered the OBO question. The majority of ENHC games are NOT OBO, which adds about 0.1 to the house edge. So you're looking at about a 0.43%-0.45% edge with those rules.
Easily beatable with Hi-Lo, but you haven't mentioned the penetration yet. Good penetration is worth a lot of win rate;
You want to make absolutely sure you're using the correct strategy. With ENHC and late surrender, you're making a few surrenders you wouldn't normally make in a 6D game, like 14v10, 77v10, and 88v10. I don't even know this strategy by memory because I never play ENHC. It's easily available on the WoO site though, via the BS calculator.
