The question I have is with regards to the house edge on a stand all 17 table.
Every calculator will tell you that a table that stands on soft 17 is better for the player.
My question is that if a situation arises where the dealer does not pull out a
Soft 17 (it's happened to me after ~100 hands fiat betting) then is the house edge
The same as a h17 table?

Not quite. The house edge on an h17 table includes the results of hands when the dealer has a soft-17 and hits. You'd need to back out those situations to get the edge of a table where dealer soft-17s just never happen.
