-Hands dealt from an 8 deck shoe. After each hand is played, a new 8 deck shoe is used to deal the next hand
-Blackjack pays 2 to 1
-Dealer hits on soft 17
-No double down
-Split pairs once
-No surrender
No double downs is pretty harsh, but from what I've been able to estimate it seems like it's around 0.5% edge to the player.

based on an 8 deck shoe and your rules, the BJ 2:1 adds 2.27 to the Player Advantage, but no Double Down takes away 1.47. The other rules per the Wizard's Calculator give a HA of .82, so the total HA is .02.
