Ace upcard

I saw on a chart that an Ace (without a 10 downcard) will bust 17% but will make a hand of at least 19 45%. I thought that a player would only win against a dealer ace upcard only one time out of three. That would mean that a player would be a 34% underdog against a dealer's ace upcard. Please tell me the correct player odds against a dealer ace upcard.
