It seems california card room casinos don't care if the player come back or not. For those card rooms i've been to, they don't have player's club. Why?

What do they care if their players are happy?
Its usually a owner and banker and often a money laundering situation.
Dealers do not deal on behalf of the club they deal on behalf of the betting syndicate.
People been flocking to those card rooms for eons they don't need to keep anyone happy and more than they need to keep the paper napkins happy.

There are many that have player loyalty programs. In addition to being eligible for high hand, cash drawing, and jackpot envy payouts, player's clubs also provide food credit or gift shop credit based on hourly scans.
Perhaps you need to go to more clubs. Which have you been to without player's clubs?
