Not that I have the money or connections to make it happen. But AC is the diamond in the middle of the ball of mud they've plastered onto it. It can be cleaned and polished into great value.
If the House lost every hand, they wouldn't deal the game.

The town is full of dopers, mental patients, and low-income public welfare skanks. Until you rid the City of the Walmart crowd it will continue to under perform.

AC is not very different than other urban cities, Manhattan was a mess before Guiliani
You need strict law enforcement by a PROFESSIONAL, well supervised police department.
You need MANDATORY mental health evaluations and treatment for people that are a danger to them self or to others.
You need a social safety net for the poor that encourages work over dependence on the government.
None of that will happen in the People's Republic of New Jersey.

Atlantic City has suffered from mismanagement for decades.
In order to garner votes, local politicians have pitted big business against the local mostly poor and uneducated population.
One of the biggest rumors is that A.C. is preparing to move all the poor people out of town in order to complete a "gentrification" plan. Former Mayor Langford went so far as to call the then newly formed "tourism district" apartheid.
This illustrates the mentality of many politicians and voters alike.
I am no fan of Gov. Christie but this article will shed some light on the attitudes of some politicians in A.C.

The time to turn A.C. around was 30+ years ago.
The Casino Redevelopment Authority has sunk over 1 billion into projects within A.C.
Builders have spent perhaps 15 billion in 2015 dollars on casino construction.
The casinos themselves have created more jobs then there are residents of A.C.
If A.C. was going to "turn around" I would think it would have happened by now.......
