why were union members still on the payroll?

Risky move.
If the building happens to catch fire and the sprinkler system fails while there are no security and maintenance people monitoring the situation, his insurance carrier will almost certainly attempt to deny coverage.
I guess he's a gambln' man after all.

You likely have to meet certain requirements with a building that size to maintain insurance
one being fire protection . Also other city state codes might require people onsite at all times with a building that large sitting empty.

The "acting" fire Chief who is very concerned (the last one was forced to resign for pulling down his pants in front of women security BTW-he now gets 13k a month pension) is a coke head from neighboring Brigantine. He once held the "acting" Mayors position because the mayor at the time was found to be lying about his Vietnam experience and he left town never to be heard from again. For him to be very concerned is a joke. You can't make this stuff up.
My point here is this is one f'd up town and you should take everything you here with a big grain of salt. If it catches fire let it burn to the ground.

ain't no one interested in safety.
Its just the union has no clout anymore and is trying to use the fire and safety laws as muscle.
Whereas the Company is busy importing a few Hindustani speaking "engineers" to operate the safety equipment.
