Expected Value

I understand ev with the coin flip ..50/50...no ev but is the ev in blackjack the result of simulations in relation to each upcard? Here is an example: One of the "blackjack gurus" recently wrote that with a 2 upcard the player will win 6 times out of 11 times which gives the player a 9% advantage. Does this mean that when a 2 is the upcard that the ev is 9%....just on that one hand. When you look at each upcard the house still has an advantage.
