It got me thinking. If the dealer doesn't have have a BJ there can't be a 10 so the player should have a solid chance of scoring 21 and winning. Or does the fact that the dealers hand is soft make up the disadvantage?
What is the % of winning from 1 to 8 decks?

I see from the Wizard of Odds site that if the dealer peeks for blackjack, doubling 11 vs ace is basic strategy for any number of decks in H17 games. And it's basic strategy for one or two deck S17 games. Hitting 11 vs ace is basic strategy only for four or more deck S17 games.
The Wizard doesn't give the winning percentage for 11 vs ace but he does give the EV for each play for 1, 2, 4, 5, 6, and 8 decks here.

The reason you don't double in a S17 6 or 8 deck game is that the dealer has less of a chance to bust if they don't have to draw to A-6.
In every other iteration of the game, you double. And if you are counting and the True Count is +1 or higher, you double. It's one of the Illustrious 18.
