The answer depends upon which answer YOU deem correct, AND you might not be consistent. Therefore ANY answer given can be deemed incorrect.

Solved: luckily the question says 'at random', not 'uniformly at random', so you can create your own distribution to make any answer right. For instance, I can choose b with 1/2 and c with 1/2 probability, and be correct 50% of the time, so b) is correct for that distribution.
So... e) all of the above.
I'm going to let that sink in.

Actually, the answer will always be TWO for any base counting system, including binary. The presence of the zero in the question rules out a unary counting system, so the odds will be 1 / (base number - 1).

OP is a, b, c, d.
Both "correct" answers involve e.) which is not a choice given.
IMHO the math answer is undefined according to the parameters a b c d.
