Dover Downs has the shufflemaster machines at $5, they are S17, DAS, but only allow 1 split. No surrender is offered either, but they pay 3:2.
Not sure if being a VLT state affects the return, but that's around .46% house edge. By my calcs, the comp rate is about .2% on these machines.
