I was playing Pai Gow Poker last night and was dealt 2 Royal Flushes within an hour. The first was at position 4 and the second was at position 3. The first was a natural A-10 of Spades and the second was A-9 of Spades including the Joker. What are the odds?

Depends on the rate of play, and how long you usually play.
But mostly, the odds with respect to what "population"? For the casino, it is an event that has a strong probability of happening. For you, if you play every night for five hours, it is less improbable than if that was your one and only hour of play.
It is always delicate to wish to calculate odds after an event has taken place. Difficult to establish what context you would have set beforehand. Beforehand, why would you choose one hour of play? Would you include jokers or not, in both cases? Etc.

I don't think it is such long odds to see a royal flush within an hour after a first royal flush. A lot different than to pick a certain hour beforehand and to say "What will be the odds that I hit 2 royal flushes that hour?"
