Expected Value at True Counts

In the book Professional Blackjack I'm looking at Appendix C Frequencies and Winrates.
He doesn't specify how certain hands fell into a specific True Count.
For example, if you calculate the True Count before any cards are dealt and you have a +1 would that entire hand fall into the +1 category on the chart.
Or if after you are dealt your first two cards you have a +2 would that hand fall into +2?
Since the True Count fluctuates throughout the Hand at what point does he say that hand falls into a certain True Count?

Almost certainly the hand is based on whatever the TC is before any cards are dealt. To do it the other way would be quite erroneous and misleading.
