I don't think it gets enforced. Decades ago, one of my relatives basically had a solid block of bills in one... The banker, instead of just opening the outer box door and having one of us remove the inner box, decided to be 'helpful' and take it out for us.

And promptly dropped it, because that many bills is HEAVY when unexpected. Then, instead of just apologizing and keeping his mouth shut, the banker gave a pretty glib "Wow, lots of papers in there!" comment. Needless to say, he stopped doing any banking there.

In other news, the casino may have refused to issue a fill tonight, despite the floor ordering it... Effectively forcing me to walk. ._.

Perhaps they’re low on cash …because you’ve taken it all! lol
[EDIT: I know that cruise ships try to be as cashless as possible. Just like the idea that someone can clean up!]
