BlackJack House Edge Calculator and Surrender Rule

I am not sure how to interpret the "Surrender rule" element in Wizard's House Edge Calculator. Does "None" - as only option to "Late" - mean that surrender is not allowed, or does it include "early" surrender (where the dealer does not take a hole card) and that player can surrender against any dealer card?
