If you were to lay a bet. What number would it be? And is it better if the puck is on or off?

If the puck is 'off' there is about to be a come out roll wherein 7 is the most likely number to be rolled and one that most players are hoping for. You CAN, I believe, LAY any of the point numbers and make it clear you bet is working.
If the puck is 'on' or as is sometimes said one of the point numbers has been "lighted up" that is the number most of the table is hoping for but 7 is still the number most likely to be rolled.
Sure the 4 and 10 are less likely to be rolled than a 6 or 8 that is why many people will lay the 4 or 10 or both, but when you come right down to it its still like the carnival barker chants "You pays your money and you takes your chance".

Lay bets are always working unless you tell them otherwise. At least at my casino they are.

That's seemingly a pretty huffy statement for someone who would think it matters if "if the puck is on or off" - a matter that is only interesting from the standpoint of the rules.
So maybe you are not being huffy but just want a simple answer. On the link that was provided, go about halfway down to the "lay" section to see what has the lowest HE [someone provided the answer upthread too]. On the matter of puck on or off, there is no advantage either way.
