I've heard from a few different sources that sometimes online BJ dealers shuffle after every hand. If this is true is there any basic strategy that can be used here?

Yes, the basic strategy that is known as "basic stategy," as appropriate for the table rules and number of decks. Basic strategy is calculated for a newly shuffled shoe. Check the sister site of this one, The Wizard of Odds, for details.

I have read that machine blackjack in land casinos reshuffle after every hand. It makes sense to me. It's a computer, why not. After all, even a live dealer can "reshuffle after every hand" by the use a continuous shuffling machine.

Most IGT V-BJ pay even money and shuffle after every hand.
Multiplayer V-BJ machines oftentimes don't shuffle after every hand.

Every machine I've.ever seen in a Nevada casino says in the rules when the shuffle is. Most multiplayer machines use six decks and shuffle at 2/3 penetration, but don't indicate when the shuffle is happening.
The older I get, the better I recall things that never happened

The dealer pictured changes on the multi-player machine I have played. I wondered if that signaled a "shuffle" had taken place.

I would say an easy experiment for that is just to count the number of cards (total) that come out before the dealer picture changes and see if it is always near the same number four or five consecutive times.
