Michigan law prohibits the casinos from giving away free alcoholic drinks. How Greektown was doing it, I dont know but they no longer do it. The pay with cash only is a gaming board issue and not something the casinos started on their own.

Michigan Gaming Control Board FAQ

Do the Detroit Casinos offer free alcoholic beverages to patrons?

All three Detroit casinos may serve liquor to their gambling patrons under the Michigan Liquor Control Commissions licensing rules. However, to date only the Greektown casino is serving to patrons that are gambling.

Like you said Greektown isn't even doing this anymore.
