This is in today's Seattle Times Casinos no longer a sure bet for tribes.
The article is mostly about local (near Seattle) casinos - some are in financial trouble, some aren't. One impact I had not realized was that the lenders take on extra risk because they can't foreclose when the tribes can't pay.
