What leads the OP to think this pic was from a casino? Still, that only narrows it somewhat as the awards could have been presented in a variety of industries. This one was presented to someone at the Plaza so it means that conceivably someone could receive it in the casino industry:
That award for someone who worked at the Plaza I just posted is from 2019, and is not from your photo, but is identical in format.
The big guy upper right in your photo looks familiar to me but I don't want to hazard a guess without knowing for sure. He does resemble the VP of Casino Marketing at one of the casinos I play at.

The particular smiles on the executives (not holding certificates) combined with the style of the nametags is what sold me on the idea.

My first impression was that this was a somewhat warped version of the Little Lebowski Urban Achiever awards. But now, given Mdawg's observations, the shiny tags on soft dark-blazered casino type guys, and the OP's recollections, the elements are coming together.
It looks like a back-of-the-house LV venue. Someone in this crowd will eventually recognize it.
