It appears to be a CET property, so I checked last week to see if I could get a Room there while I visited.
The rooms were completely booked up for the weekend, no surprise there.
But then when I started looking for availability in August, Sept, Oct, Nov, Dec,etc. it was ALWAYS booked with the Msg "SOLD OUT Select a Different Date?"
Is it possible that this place is so busy they have NO available rooms ANY day for the entire year?
Anyone been to HS Baltimore can comment on the quality of the casino?
Horseshoe Cleveland and Cincinnati have been extremely easy for me to get rooms in. HS Cleveland has the Ritz Carlton, which is actually owned by Dan Gilbert's company which owns the casino, so it's basically a casino hotel. It's really, really nice. I get comped rooms 90% of the time there. Cincinnati doesn't have a corporate-owned hotel but seems to have a lot of partner availability. I've been put up in the Hyatt Regency, the SpringHill Suites, and the 21c Museum Hotel. The 21c Museum Hotel is probably one of the best hotels I've ever stayed in -- maybe the best. It's an extremely nice boutique property. I'd recommend staying there if you visit Cincinnati or Louisville.

Actually I'm not, but I'm sure it at least has the thrill of that new casino carpet smell, many lights that haven't yet burned out, escalators that probably still escalate (unlike their Las Vegas properties), and table felt that is mostly not too worn out & filthy, since it hasn't yet been open long enough for the locals to scuff it up very much.

Caesars Entertainment properties that do not own/operate a hotel may not offer the Complimentary Room benefit, including but not limited to Harrah’s Philadelphia, Horseshoe Hammond, Horseshoe Cleveland, Horseshoe Cincinnati, ThistleDown Racino, Harrah’s Louisiana Downs, Horseshoe Council Bluffs, and Horseshoe Baltimore.
That sucks, but makes complete sense on their end.
Should I assume that also means walking around the city streets nearest the ballpark at Camden Yards (Oriole Park) would be problematic? That's the local Baltimore destination I will want to get to eventually when I have the chance. It looks like maybe < a mile between them on the same street. Just got back yesterday from Horseshoe, very nice place. Really surprised how big and well done it is. They had a good live band playing and tables were mostly full. Couldn't find a BJ game under $25, but it worked out ok as I made enough to pay for the trip.
It was also game day for the Orioles, so a lot of Orange shirts and Ball caps were at the tables. Did not cause me a problem, but I can see it being a potential issue on a Friday or Saturday.
But overall, liked the place and would definitely go back in the future.

Told me to park at Horseshoe to use the hotel shuttle to the 21c (where he stayed) to go to the Reds game (7ish block walk plus 10-min shuttle ride for free parking at the casino)...decent move for "frugal" people like me. We also watched "I Love Lucy" live which was directly across the street from 21c, so we used the shuttle for that too.

From 7* insider, it looks like Horseshoe Cincinnati is reevaluating its parking situation.

Effective July 10, Horseshoe Casino Cincinnati will begin charging non-casino customers $10 for parking between 6:30 and 10:30 a.m. during the week. The casino’s large garage with access from Reading Road and Gilbert Avenue is a convenient, free parking option for people working and playing in the city. Initially the casino planned to allow free parking only at night, and officials said they would charge non-customers $1 per hour during the day, but the public quickly learned they could park for free all the time. “Over time, parking has become more difficult for our gaming guests due to downtown workers who are parking for free in our garage,” said Kevin Kline, general manager.

Sounds a little shady to me, I did make a little money after 5 hours of play there. But I'm not sure it's worth the 3 and a half hour drive each way, only to find out it has strings attached.
I'm going to take it to my host at Cesars AC and see if they will honor or match it (not likely) , but you never know!

So, adding up the fact that you're active enough with Caesar's AC to have a host (and a TR record) and your recent (first?) visit to Horseshoe, and having myself had similar stacked offerings, I would say it's entirely legitimate. First, Harrah's usually only mails you offers from places you've been (exception for me: Laughlin), so the computer saw you at Horseshoe and put together your Tier and Play with an offer designed to draw you back.
Second, the VIP dep't there will take your card, swipe it and put in whatever code generates the 9000, give you a voucher for the chips to take to the cage, and give you a voucher to exchange at the BJ tournament desk, all in about 2 minutes. They have this kind of thing DOWN. This will all be generated into the computer the minute you call or via the computer, make the reservation using the particular code on the email and your TR number, and be ready for you to claim when you get there (as well as, I'm assuming, a room somewhere there).
I highly doubt there are strings attached. These are just really good offers and I love using them. I don't see your host being able to apply it in AC, because it's probably only valid at Horseshoe, and each property has its own marketing department, but I could be wrong on that part of this. Never hurts to ask, either.

Seven Stars players have a RIGHT to a room, regardless of ADT. This is basically just saying that if you're 7*, you do not have a right to the locations where they have to pay cash for the room... compared to an in-house room which would't cost them more than $20-30 outside of opportunity cost.

Caesars canceled their agreement with Springhill Suites. We may see more of these type of actions as the bankruptcy process moves forward.
Separately on Tuesday (3/17/15), the bankruptcy judge ruled CEOC (Caesars Entertainment Operating Co) could void several agreements because of the bankruptcy, including the lease for a luxury box at Arrowhead Stadium in Kansas City — home of the NFL’s Kansas City Chiefs — and a room reservation agreement it had with a Springhill Suites near the company’s Horseshoe Bossier City casino in Louisiana.

BWB, sounds like a standard offer. I had never considered trying to swap those between facilities. Let us know if you have any luck with that.
The tolls alone from North Jersey to MD was an astonishing $58! $17 each way on the NJ Turnpike, $4 each way on the Delaware bridge, and $8 each way for the MD tolls.
Add $45 in gas round trip, $112 for hotel for one night and XX amount on food n drinks. I'd be paying over to $200 expenses alone.
Shockingly, a Bus from NYC to Baltimore only costs $32 round trip! If they had the $25 slot voucher with that, I'd be sold.
The only thing I am leary of is for the Chips it says $375 "Promotional Chips", does that mean they are contingent on me playing them?
Like free slot play or direct bet, I have to bet and WIN on it in order to be able to cash them out?
The mailer does not disclose the conditions of Promotional Chips and I doubt a Cesars AC host will give me a straight answer.
I ran into this issue once before where an AC property , run by a certain presidential candidate hopeful , told me to come down in person to discuss the matter with mailer in hand. Only for them to explain the free promo chips are given after check-in to the hotel and purchase of a room at the normal rate!
