It seems that even in relation to Indian gambling its "Location, Location, Location" aided quite a bit by political clout and lobbyists.

To pull itself out of poverty, the tribe applied in 2002 to build an off-reservation casino at a spot with more economic potential. After the federal government gave its approval last year, the final decision now rests with Gov. Jerry Brown.
But plans for the two casinos are drawing fierce opposition and lobbying from an unexpected source: nearby tribes with casinos that will be hurt.

Of course! Indian tribes hate each others guts. They always
band to together to stop new Indian casinos from opening.
In MI, Soaring Eagle spent 10's of millions to prevent prevent
Four Winds from opening. Then when it did, they got together
and spent 10's of millions to stop Fire Keepers. And on and on.

Once online gambling is legalized, will it ever matter just where an Indian casino is physically located? Sure, the best located physical casino will be the best backed online casino so maybe it does matter. I'm not sure.
Vegas let other states get gambling... and now all those other states are competing with each other as well as with Nevada.
The Indian casinos seem to be keeping the competition down as much as possible. Thunder Valley not only makes Reno bleed but its making it bleed dry!
