The building inspection system in Vegas has a very bad reputation. They couldn't even do rebar correctly on now severely truncated building, Harrah's did a great deal of work without even applying for permits, etc. When design changes come fast and furiously and inspectors are looking the other way, things can get overlooked.

The Luxor had two support columns that never got fully built? They go up but then don't make contact with and therefore do not support any of the weight that is supposed to have been on top of them? That makes them decorative rather than functional. What good is a decorative support column?

I remember the "LV Bear" screaming about the Harrah's building code violations. He did a good job of bringing it out and into the open.

Yes, I think someone from Harrah's actually had to step forward for the ceremonial wrist-slapping: the imposition of a fine that amounted to about ten minute's corporate income.
