These were probably "show arrests" to let local voters think something was being done.
Cross border traffic was difficult during the depression since Canada didn't want unemployed Americans, it was only after 1939 that American men of military age could go "thumbs up for Canada" and enter Canada despite destitution.
Prohibition made Bermuda and Canada wealthy since it was high quality booze not "bathtub gin" or "scared whiskey". Fruity mixed drinks became popular during Prohibition since the booze was so awful. Until then men carried flasks of good Rye with them and drinks were rarely mixed or given exotic names. You don't need fancy exotic locales to sell good booze. Even during the first six months of prohibition NYC had demonstrators in stores showing how to buy and use Raisin Cakes with warning signs saying be sure not to have the copper kettle stoppered. Nearby were corks, three for a quarter. So you could buy the copper kettles and the stoppers at the same place.
Prostitution was rampant during the depression with women strolling while dangling keys in every major city and large town. Two dollars in NYC was not unheard of. In small towns the cops would usually rent hookers out and then prosecute them when they were no longer fresh merchandise. Its the same way young girls make their way to larger cities if they are homeless, otherwise half the high school boys will be lining up to get freebies.
It was J.J. "Jake" Ehrlich who delivered sheets and towels on cold early mornings to a local San Francisco whorehouse to get money to buy lawbooks. Years later, he had a client arrested on a prostitution charge and once spoke to the Judge... now you can dismiss these charges or we can have the ownership records of the whorehouse brought into court. The Judge dismissed the case but fast!

This is Canada, remember. Most of these women were runner-ups
