One large line bet vs 66 small line bets doesn't change the vig. Most importantly, not everyone is disciplined to stand there for 2-3 hours at a craps table and make absolutely no other bets.
Is your goal to play and have fun? Or simply convert the chips to money with the best value / rate? Most likely, TCP will be the best game to play.

once the bet resolves, I get paid only for the win. they take the promo chips but I get paid nothing for the flat bet.

However if it's once use only then you're better off betting numbers on roulette (again assuming single-zero, though double-zero is second best option.)

Roulette Numbers - Pr$27 on each number (total wager = 999!) - cash returned is 35*27 = $945. (Even if it was 38 number, you'd get back 26*35 = $910.)
