Roulette question
Before the ball is spun, people make a few casual bets. But the second the ball is spun, people start going crazy dropping random bets all over the place before the 'dealer' says 'GTFO, no more bets.'
Is this simply roulette's form of superstitious gameplay, or is there an actual strategy to betting at the last minute?

That Hall of Fame is located just across the street from the "I play in the short term, so the house edge doesn't affect me" hall of fame. I believe many are members of both.

As a long-time roulette dealer, I got the feeling that most players heard the sound of the ball and felt compelled to hurry up and get their bets down.
Some players might have believed that they could track the dealer while still others might have had a heightened sense of paranoia that made them believe that waiting would avoid having the dealer spin 'away' from their bets.

Yes. If he or she has the skill, they can get it to land on one of the numbers every single time.
Those with less experience sometimes fail to keep the ball on the table.

At my local casino on Saturday last, the dealer spun a 14, and then said to the players (only 3 of us) that 31 would be a good
bet next time. He spun 31 (on a single zero wheel).
On other occasions I have heard the dealer say something like "you guys should be betting the bottom of the wheel"
(usually when the dealer has hit the same zone 10 times in a row). The ball stayed exactly in the same area again.

31 is a "neighbor" of 14 (or close enough) that, if a dealer has control over the weight of the wheel and the velocity of his spin AND his release point is the same as the spin before, that it could conceivably fall into the same quadrant. The fact that he nominated 31 was pretty inconsequential as I have done that numerous times and gotten lucky. It is kind of the same as sitting on first base on blackjack and before the dealer exposes his hole card you say "5"!!! and low and behold....it is a 5!!
