I would have to guess slots.
First, more table games players are likely to be millionaires before they play in the casino. Second, table limits aren't high enough everywhere for players to bet high enough without more trials to make it. Third, slot games enable the progressives to get high enough for them to get over a million on low enough bets for even poverty stricken people to play once and have a shot. Fourth, there are more people playing slots than table games. Fifth, table players who do make it close, probably are unprepared to deal with the pressure applied to get them to lose it. There is no warning when a slot player will take a million. One strike against slots is most progressives won't actually be over a million due to annuities.
