A player (with a big stack of cash chips in front of him) announces to the other players at the roulette table, that if they want to bet the even money outside bets, that they could just bet against him personally so they wouldn't have to worry about the 0 or 00 coming up. They all declined. Sure enough, 2 out of the next 5 spins, it landed on 00. He then tells them he tried to save them some money. (Of course he's more interested in trying to save himself the house edge)

I wouldn't think the casino would allow any player to do this in the open, but it does make sense that if friends were taking opposites on the even money bets (for the same amount of $) to just keep it between themselves.

The casino wants to book all action. A blind eye might be turned once depending upon circumstances but usually a casino will want to book all action.

Well, if he pushes all bets at 0 or 00 (and doesn`t take any comission), he's obviously not interested in the "house edge".
