I started playing Texas Holdem 9 years ago. Only no limit tournaments, I have went Months at a time without playing, then play every week for several Months at a time. My question is, is 46 1st place wins, 30 2nd place wins, and 15 3rd place wins, not counting the times 4 or 5 of us that did a split, considered good playing? Also, I came in 1st place twice in one day, and 2nd place twice the very next day. I just want to know were I stand as a poker player.

Yes if you've played several hundred, maybe not if you've played thousands.
How much money have you won/lost?

Without knowing the average field size, the stakes played (i.e. if its for free you still may be weaker than people that play in a casino), or the number of tournaments you've played overall, it's hard to say exactly. The fact you have 3x as many wins as 3rds is a decent sign for a good player. But I also would expect someone with a 1st/2nd/3rd breakdown like that to not even ask this question and just assume he/she was good at poker.
