what is the reason in atlantic city that the dealer in a one deck game does not take a hole card? does it effect the edge at all?
i know mathmatically it may not matter but when the person in the end seat has to constantly stare at the dealer and debate whether to hit of stand on a 12 against a ten it really messes me up mentally.

no it does not affect the edge unless doubles/splits lose in the event of a dealer BJ

Why in the world would you want to stand on a 12 against a ten? And what does it have to do with the hole card?

The bigger rule problem with that game is the 6:5 payout... that's much more worrisome than not taking a hole card.
I believe the reason they don't take one is to prevent hole carding.
