I was in Vegas when this happened, and had been walking along that same sidewalk several hours earlier.

What I find interesting is it doesn't look to me like any small barriers had been put up between the sidewalk and LV Blvd in front of PH and PARIS. I do acknowledge that someone intent on wreaking havoc with a car could do it, no matter how many precautions are installed. There are many areas where pedestrians have to cross a driveway entrance along that stretch of the Blvd.

Nowadays, alot of flower boxes, decorative artwork, bicycle stands, etc. are really anti-vehicle security obstacles. Stores often have bollards blocking their doors to deter Smash and Grab raids that involve using a stolen vehicle as an aid to grab high value items near the entranceways.
