OK, I'll answer that ! ( I'm at McCarran right now,
heading home ).
YES, this Loss Rebate is still in effect, but...
a) Only until the end of July, according to the desklings.
b) You have to ask about it. I guess they sortof changed their
minds on promoting this, but at least they did not cancel it
altogether.
So, the clock is ticking.
My Results:
I played a ton of 9/5 Jacks or Better one evening, and
was dead even. So I came back the next day, played
some more, and lost my $ 100. The rebate was fast
and easy, although it was not valid for the 9/5 game.
So I played 8/5 Jacks or Better and Cashed out with
$ 100.
A great deal imho.

It's a great deal because I had $ 100 to play 97 % risk free
on 9/5 JoB to try to hit a straight flush or several 4 of a kinds
to come out way ahead.

I was just there this week and took advantage of it. It is a one time offer as I asked if I could qualify again in another 24 hr period and they said no. I played there twice both times during the day and had a good time.

It worked out for me as I won my original $100 back and then left. But it is still a good offer seeing I could lose $100 anywhere else and they were not giving me anything back. I understand what you are saying though sometimes the offers are really bad and players will use them to justify playing a poor game.

So the deal is: Lose at least 100$ and get back 100$ in Slotplay.
Since you do not have to activate and since it seems that they are resetting in the night I think you can play this multiple times (days) until you need to use it. So as long as you are winning, come back the next day.
So how would you play the promotion?
A) in the high limit room
A1) looking for a blackjack machine, bet 100 and do not double or split
A2) 10$ video poker, 2 hands? (I like Deuces Wild)
A3) A slot machine, bet 100 (and if yes, which slot machine)
B) 25c video poker defining a goal to reach before stopping (e.g. 200$)
And if you see the 100$ Slotplay as a safety net and want to get back as much as possible, would a 1$ blackjack machine be method of choice to play the Slotplay? (bet 2$, 50 hands)

I don't know if this promo is still in effect there.
Last summer, if you knew about it, you could
play it. But I think they had a change of heart,
because I didn't hear anyone at the slot club
telling new sign-ups about it.

I don't know if this promo is still in effect. I signed up two players on my last trip, and it wasn't clear whether they could get the rebate. (I wasn't there in the line, and they were too confused to know what they got for signing up). At any rate, both got $5 in free slot play. There is also a prize wheel by the entrance coming from Bellagio, and I spun it once even though they said it was for new members only. Won two free buffets at Wicked Spoon (a $70 value).

The loss rebate was still in effect as of September 8th. There was no signage indicating it existed, but I asked when I picked up my card and was able to collect my free play easily. My husband got his card earlier that week and was never told about the program, but he wouldn't consider losing $100 in one day either. He was there for a conference, not gambling.
A woman approached him one night and offered to entertain him that evening if he was alone. It took him a while to realize what she meant, bless his heart. I made sure to warn him about damsels in distress asking to use his phone to call for a ride when what they're doing is dialling their phone sex number to collect the charges that he'd be billed. Las Vegas is not for the unprepared, even in a nice place.
He was stunned at the number of totally plastered girls stumbling out of the pool parties in the early afternoon. Small people drinking heavily in the heat is a recipe for disaster. At night, the cab line consisted of very well-dressed young couples--with the guy holding the drunken girl upright. The club scene is ugly.
