I haven't done an exhaustive investigation, but I did see this today which is not too bad at CASINO ROYALE. AND they have the $ 20 Loss Rebate for new players on your first $ 20 lost, and apparently $ 20 more in free play for every additional $ 100 lost.
This paytable is 98.91 % and it starts at $ 0.25 and up:

The Cromwell had good low-stakes games and I have not heard they were removed, although they might be gone.
The older I get, the better I recall things that never happened

When did you hear this? Back in 2019, they had 9/6 25c Jacks or Better right near one of the entrances, but when I was there about three months ago, not only was the best game I could find 6/5, but in effect it was a 50c game as you had to play 10 quarters to get 800/1 on the Royal.
