Ever been on the morning ferries or water taxis? The trips from NY to Jersey are almost empty, while the trip back is mostly full. For every one person who lives in NY and commutes to Jersey, there are at least five who do the opposite. Besides, we were talking merchant seamen, not factory workers
Stevadores barely exist anymore. In the late 60s, to mid 70s, any college kid with a pulse could shape up. Now you have thirty year union members shaping. Container ships changed everything. A couple dozen guys can unload a ship that once took hundreds.
The difference between fiction and reality is that fiction is supposed to make sense.

That is a reflection of the disparate wage scales, as well as geographical dominance. Besides, reverse commuting was never at issue.
