1) notify a user when another user has blocked him or her
2) view a list of users who have you blocked.
In the first, if I were to block, say, User123, he'd get a PM, for instance, saying "Nareed has blocked you. She will not be able to see your posts, and you won't be able to PM her."
In the second you could see a list showing:
Users who have blocked you:
Nareed
Dkian
UserXX
Etc
With the legend: "these users cannot see your posts, and you won't be able to PM them."
This would perhaps keep unnecessary posts from being posted. It would certainly keep some people from trying to send PMs that won't be sent.
As to 2), I can see a list of users I've blcoked. Perhaps that list could simply be made accessible in all user profiles. It would be simpler.

On the subject of PMs, I think there's a lot of merit to this idea. Some folks just don't accept them period. Even without blocking a specific person or persons, PMs will just not be accepted. It would be great to know that in advance. I don't even think there needs to be a distinction between "User123 is not accepting PMs" and "User123 is not accepting PMs from YOU." It'd just be nice to know when/if a PM will not be sent without first writing the PM.
On the broader subject of blocking people, I think it can be a little touchy. In the past I have had a couple people blocked not because I don't want to see what they've said, but because their posts are usually quite long and the block feature functions similarly to the spoiler tag for me with respect to those folks. I'd hate for them to see that I have them "blocked" and think that I didn't value their contributions to the site.

I would just send them something saying, "Longer PM forthcoming, making sure you accept PM's."

Well, yes, it might be. It might also let someone know he screwed up in some way. As many things, it comes down to the specific people involved. What i don't know if this woud cause more friction overall or not.

Seriously, there's a number of people I've blocked because I don't want to hear from them at all. It cuts down on the flame wars and keeps my blood pressure in a happy, healthy medium, too. And I should leave it at that for now.
Mission: I do sometimes send test PMs, just in case. But almost only when I have reason to believe there is a block. And as rdw4 said, some people plain don't accept PMs. It would then be useful in either case to know this as soon as one types their nickname on the "TO:" field.
If you direct comments or questions at me, particualrly in a thread I started, and get no answer, chances are I have you blocked. I do accept PMs. So if you PM me and it doesn't go through, that means I have you blocked.
