Is it still right to keep only one of two pair if the full house pays 4? as in 1-2-3-4-4-9-15 etc

No, the correct play is to keep the two pair on what's called a "4-4" machine; that is, when the Full House and 4oak pay the same amount. It's also what you'll find on almost every Deuces Wild machine outside of a select few in Las Vegas, where the 4oak pays 5 units and the FH pays 3. You should keep a lookout for machines that pay 16-10 on the 5oak/SF, too.

The 16-10-4-4 paytable pays 99.73% with optimum play, and the "full pay" Deuces 15-9-5-3 paytable pays 100.76%, so it's definitely worth it to seek out the latter. There are still quite a few such machines in Vegas, most notably at Station properties and the Palms.
