On video poker, are payback percentages/win rates higher when you bet more? Can a machine be set to payback 90% at 1 bet, 91% at 2 bets, 92% at 3 bets etc???

Not unless the paytable changes. Some slots work this way (to a degree) but not VP games.

Most paytables have a penalty at 1-4 coins, and offer full pay at 5 coins and beyond.
The most common penalty is that the payout for the top payout(s) (royal flush, sequential royal flush) are clipped to 250/credit bet (vs 800/10000 at 5 coins+ (4000/50000)).
Some progressive video poker games are set up to offer a progressive award with max bet at 8 coins, 10 coins, or 20 coins per hand. Usually the "standard" 250/credit, 800/credit awards are offered at the 1-4 and 5+ coin levels other than max bet.
Some machines offer an 800 coin award for royal flush at 1 credit bet. These don't have the penalty I'm describing, but may offer a progressive at top bet.

I assume the OP knows that it's normal for some VP machines to jump from 250 to 1 per coin for a RF (1-4 coins) and then from the 4th to the 5th coin it becomes 4k (now 800 for 1)Quote: MathExtremistNot unless the paytable changes. Some slots work this way (to a degree) but not VP games.
And on some bonus variants it's better to play max coins.
Some VP games don't penalize you for short coining.
I realize this is probably not what he was wondering about, but just in case someone doesn't notice this.
